"Probably taken when he was Under-Secretary to the Minister for the Interior in the early 1890s. The medals no doubt cover his service as Chief of the Imperial Chancellery (German equivalent of chief of the army) during the 1880s. Also, no doubt, as Bismarck's close aide he probably garnered other recognitions. The 'von' is correct with a lower case 'v'; it is the lowest rank of German nobility and, in this case, is hereditary."
